中国商务部发布《2025年美国履行世贸组织规则义务情况报告》
中新社北京10月17日电 (记者 刘亮 尹倩芸)中国商务部17日发布《2025年美国履行世贸组织规则义务情况报告》，敦促美方及时纠正错误做法，切实遵守世贸组织规则，尽快取消“对等关税”等违规措施。
2023年以来，中方基于美国履行世贸组织规则义务的客观情况，连续发布美国履行世贸组织规则义务情况年度报告，表达对美国破坏多边贸易体制、实施贸易霸凌、操纵产业政策双重标准、扰乱全球产业链供应链等政策措施的关切。
商务部世界贸易组织司负责人指出，2024年报告发布以来，美国继续罔顾成员期待，与世贸组织规则义务背道而驰，不断升级单边主义措施，频繁实施歧视性政策，推出所谓“对等关税”，发动全球贸易战，严重侵犯各国正当权益，严重违反世贸组织规则，严重损害以规则为基础的多边贸易体制。基于上述情况，商务部发布2025年报告，继续表达对美国相关政策措施的严重关切。
该负责人称，以世贸组织为核心的多边贸易体制是经济全球化和国际贸易的基石。世贸组织是以规则为基础的国际组织，其有效运转依赖各成员在享有权利的同时充分履行义务，也需要成员之间相互监督、共同合作。
该负责人表示，当前多边贸易体制面临巨大挑战，中方希望通过2025年报告的发布，敦促美方及时纠正错误做法，切实遵守世贸组织规则，履行成员应尽义务，尽快取消“对等关税”等违规措施，与包括中国在内的其他成员一道，共同推动多边贸易体制在全球治理中发挥更大作用，共同致力于实现平等有序的世界多极化和普惠包容的经济全球化。

Beijing, October 17 (Xinhua) -- The Chinese Ministry of Commerce released the "Report on the Implementation of WTO Rules and Obligations by the United States in 2025" on October 17, urging the US to correct its erroneous practices in a timely manner, effectively comply with WTO rules, and cancel "equivalent tariffs" and other non compliant measures as soon as possible.
Since 2023, based on the objective situation of the United States fulfilling its obligations under WTO rules, China has continuously released annual reports on the United States' compliance with WTO rules and obligations, expressing concerns about the United States' policy measures such as undermining the multilateral trading system, implementing trade bullying, manipulating industrial policies with double standards, and disrupting global industrial and supply chains.
The head of the World Trade Organization Department of the Ministry of Commerce pointed out that since the release of the 2024 report, the United States has continued to disregard the expectations of its members, go against the rules and obligations of the World Trade Organization, continuously escalate unilateralism measures, frequently implement discriminatory policies, introduce so-called "equivalent tariffs", launch a global trade war, seriously infringe on the legitimate rights and interests of all countries, seriously violate the rules of the World Trade Organization, and seriously damage the rules based multilateral trading system. Based on the above situation, the Ministry of Commerce has released its 2025 report, continuing to express serious concerns about relevant policy measures in the United States.
