1-9月,商务部深入落实党中央决策部署,我国电子商务持续健康发展,扩内需、促转型、强合作,助力纵深推进全国统一大市场建设。

网络零售持续激发消费活力。商务部等8部门出台《关于大力发展数字消费共创数字时代美好生活的指导意见》,举办“购在中国·2025数字消费嘉年华”,组织6家主要电商平台发布品质商家扶持、鉴定技术升级等60余项举措,培育品质电商增长动能。据国家统计局数据,1-9月全国网上零售额增长9.8%。数字产品、线上服务、即时电商成为亮点,据商务大数据监测,手机、电脑等数字产品网零额增长8.3%,线上服务消费增长20.2%,即时电商销售额增长24.3%。

产业电商促进产业数智化转型。“数商兴农”走进广西、四川、宁夏和山东等地,深化电商平台与农产品企业、农民合作社对接。据商务大数据监测,1-9月农产品网零额增长9.6%。指导地方、平台开展产业电商惠企对接超350场,1-9月重点监测平台电子产品、纺织品产业电商交易额分别增长8.7%、5.2%。

电商国际合作增强经贸关系韧性。商务部开展的“丝路电商惠全球”主题活动已超25场,第四届数贸会期间举办“丝路电商日”暨“丝路电商”合作资源对接会,吸引超500位政产学研界国际代表参会,23个国家参与首次电商合作机制伙伴国联络员会议。据海关总署初步测算,1-9月跨境电商进出口额增长6.4%,商务大数据重点监测平台进口商品零售额增长8.3%。“丝路电商”合作先行区跨境电子发票互操作等12项制度型开放成果向全国复制推广。

From January to September, the Ministry of Commerce deeply implemented the decisions and deployments of the Party Central Committee, and China's e-commerce continued to develop healthily, expanding domestic demand, promoting transformation, and strengthening cooperation, helping to deepen the construction of a unified national market.

Online retail continues to stimulate consumer vitality. The Ministry of Commerce and eight other departments have issued the "Guiding Opinions on Vigorously Developing Digital Consumption and Co creating a Better Life in the Digital Age", held the "Buy in China · 2025 Digital Consumption Carnival", organized six major e-commerce platforms to release more than 60 measures such as quality merchant support and identification technology upgrades, and cultivated the growth momentum of quality e-commerce. According to data from the National Bureau of Statistics, online retail sales in China increased by 9.8% from January to September. Digital products, online services, and instant e-commerce have become highlights. According to business big data monitoring, the net sales of digital products such as mobile phones and computers increased by 8.3%, online service consumption increased by 20.2%, and instant e-commerce sales increased by 24.3%.

Industrial e-commerce promotes the digital transformation of industries. The strategy of "promoting agriculture through digital commerce" has entered Guangxi, Sichuan, Ningxia, Shandong and other places, deepening the connection between e-commerce platforms and agricultural product enterprises and farmers' cooperatives. According to business big data monitoring, the net sales of agricultural products increased by 9.6% from January to September. Guiding local governments and platforms to carry out over 350 industrial e-commerce matchmaking sessions, the key monitoring platforms' e-commerce transaction volumes for electronic products and textile industries increased by 8.7% and 5.2% respectively from January to September.

E-commerce international cooperation enhances the resilience of economic and trade relations. The Ministry of Commerce has launched over 25 themed events on "Silk Road E-commerce Benefiting the World". During the 4th China International Fair for Trade and Industry, the "Silk Road E-commerce Day" and "Silk Road E-commerce" Cooperation Resource Matchmaking Meeting were held, attracting more than 500 international representatives from the government, industry, academia, and research sectors. 23 countries participated in the first e-commerce cooperation mechanism partner country liaison meeting. According to preliminary estimates by the General Administration of Customs, the import and export volume of cross-border e-commerce increased by 6.4% from January to September, and the retail sales of imported goods on key monitoring platforms for business big data increased by 8.3%. Twelve institutional opening-up achievements, including cross-border electronic invoice interoperability in the Silk Road E-commerce Cooperation Pilot Zone, will be replicated and promoted nationwide.
