广州海关出台多项便利措施服务支持 第138届广交会（图）

第138届中国进出口商品交易会（以下简称“广交会”）将于10月15日至11月4日分三期在广州举行。为服务保障本届广交会顺利举办，做好通关监管和服务保障工作，广州海关对外发布《广州海关支持2025年第138届中国进出口商品交易会便利措施》（以下称“《便利措施》”）和《2025年第138届中国进出口商品交易会广州海关通关须知》（以下称“《通关须知》”）并对外通告。
《便利措施》推出展会业务“一网通办”、便利人员和展览品通关、快速办理“离境退税”和免税品提货手续、展会现场“一站式”办理海关手续、支持企业出区参展、落实进口展品税收优惠政策等9条具体措施，服务保障广交会进出境人员、物资通关顺畅高效。
《通关须知》则从广交会企业备案、展览品审批和准入、进境物资申报、展览品查验与放行、展中监管、展览品处置、人员及个人物品监管、记者采访器材等8个方面，明晰了对参展进出境人员、物资的通关及后续监管要求，精准指引参展企业和相关人员提前掌握展会期间相关通关政策规定。
“一方面，我们巩固优化往届广交会广受欢迎、成效显著的便利措施。如：继续支持展会业务线上办理，支持展览品、人员高效通关，支持食品进境参展，对符合税收优惠政策的留购展览品办理减免税手续，开展技术性贸易措施宣讲和咨询服务，支持国货出海等。另一方面，我们根据新形势新需求，把国家赋予广州国际消费中心城市的相关措施叠加到服务促进广交会中。如：聚焦丰富离境消费多元选择、提升购物便利化和满意度，创新实施快速办理‘离境退税’验核和免税品提货手续的措施。”广州海关党委委员、副关长谭武介绍。
广交会期间，世界各地客商云集广州，展会经济火热的同时也带旺了本地消费。为大力支持广州国际消费中心城市建设，发展境外旅客离境消费经济，广州海关优化广交会参展境外人员离境消费监管服务，通过设立离境退税专用窗口、增设引导标识、扩展验核场地，推广国家税务总局系统海关客户端应用，实现“税务-海关-退税代理机构”数据联通，业务办理效率提升90%。推行“一单一包”便利化监管模式，一张退税申请单对应一个商品密封包，封装完好即可完成退税物品海关快速验核，旅客办理海关验核手续效率提升约70%。目前，广州市有离境退税商店近800家，实现11个城区全覆盖。今年前9个月，广州海关共办理离境退税验核业务超2万票，总金额超3亿元，同比增长1.5倍。
广州海关还把支持广交会顺利举办作为“智关强国”行动的重点，会同广州市有关部门开展促进跨境贸易便利化专项行动，出台支持外贸稳量提质18条措施，进一步发挥广交会促进外贸发展的支撑作用。
本届广交会共设立3万平方米进口展，每期各设1万平方米。“从目前在海关备案情况看，本届广交会一、二、三期均有进口展品入境。截至10月11日，已经有72批次、约396万元的广交会展品陆续从南沙港、滘心码头、白云机场等口岸以海运、空运方式入境。展品主要为来自13个国家和地区、222家展商的厨房家电、五金工具、机械设备等。预计接下来的几天，展品还将密集入境参展。”广州海关监管处副处长孙爱华介绍。（关悦/文）

The 138th China Import and Export Fair (hereinafter referred to as "Canton Fair") will be held in three phases from October 15th to November 4th in Guangzhou. In order to ensure the smooth holding of this year's Canton Fair, and to do a good job in customs clearance supervision and service guarantee, Guangzhou Customs has issued the "Guangzhou Customs Supporting the Convenience Measures for the 138th China Import and Export Fair in 2025" (hereinafter referred to as the "Convenience Measures") and the "Guangzhou Customs Clearance Notice for the 138th China Import and Export Fair in 2025" (hereinafter referred to as the "Clearance Notice") and announced them to the public.
The "Convenience Measures" have launched 9 specific measures, including "one-stop service" for exhibition business, convenient customs clearance for personnel and exhibits, fast processing of "departure tax refund" and duty-free goods delivery procedures, "one-stop" customs procedures at the exhibition site, support for enterprises to participate in exhibitions outside the district, and implementation of tax preferential policies for imported exhibits, to serve and ensure smooth and efficient customs clearance for personnel and materials entering and leaving the Canton Fair.
The "Customs Clearance Notice" clarifies the requirements for customs clearance and subsequent supervision of personnel and materials entering and exiting the exhibition from eight aspects, including the registration of enterprises at the Canton Fair, approval and admission of exhibition products, declaration of imported materials, inspection and release of exhibition products, supervision during the exhibition, disposal of exhibition products, supervision of personnel and personal belongings, and journalist interview equipment. It accurately guides participating enterprises and relevant personnel to grasp the relevant customs clearance policies and regulations during the exhibition in advance.
On the one hand, we have consolidated and optimized the convenient measures that were widely popular and effective in previous sessions of the Canton Fair. For example, we will continue to support online processing of exhibition business, efficient customs clearance of exhibition products and personnel, support for food import exhibitions, handle tax reduction and exemption procedures for retained exhibition products that comply with tax preferential policies, carry out technical trade measures propaganda and consulting services, and support the export of domestic goods. On the other hand, based on the new situation and new needs, we have added relevant measures granted by the state to Guangzhou as an international consumption center city to promote the Canton Fair. For example, we will focus on enriching the diverse choices of outbound consumption, improving shopping convenience and satisfaction, innovating and implementing measures to quickly handle the verification of 'outbound tax refunds' and the procedures for picking up duty-free goods. During the Canton Fair, merchants from all over the world gathered in Guangzhou, and the booming exhibition economy also boosted local consumption. In order to strongly support the construction of Guangzhou as an international consumption center city and develop the outbound consumption economy of overseas tourists, Guangzhou Customs has optimized the supervision services for outbound consumption of overseas exhibitors at the Canton Fair. By setting up a special window for outbound tax refunds, adding guidance signs, expanding verification venues, promoting the application of the State Administration of Taxation system customs client, and achieving data connectivity between "taxation customs tax refund agency", the efficiency of business processing has been improved by 90%. Implement the "one single package" convenient supervision mode, where one tax refund application corresponds to one sealed package of goods. Once the package is intact, the customs can quickly verify the refunded items, and the efficiency of handling customs verification procedures for passengers can be improved by about 70%. At present, there are nearly 800 departure tax refund shops in Guangzhou, achieving full coverage in 11 urban areas. In the first nine months of this year, Guangzhou Customs handled over 20000 outbound tax refund verification transactions, with a total amount exceeding 300 million yuan, a year-on-year increase of 1.5 times.
Guangzhou Customs also regards supporting the smooth holding of the Canton Fair as a key focus of the "Smart Customs and Strong Country" action. Together with relevant departments in Guangzhou, they will carry out a special action to promote cross-border trade facilitation, and introduce 18 measures to support the stability and quality improvement of foreign trade, further leveraging the supporting role of the Canton Fair in promoting foreign trade development.
This year's Canton Fair has set up an import exhibition of 30000 square meters, with 10000 square meters per session. From the current situation of customs registration, imported exhibits have entered the first, second, and third phases of this year's Canton Fair. As of October 11th, 72 batches of Canton Fair exhibits worth about 3.96 million yuan have been imported by sea and air from ports such as Nansha Port, Jiaoxin Port, and Baiyun Airport. The exhibits mainly include kitchen appliances, hardware tools, and mechanical equipment from 222 exhibitors from 13 countries and regions.
