对等反制!中方将对美船舶收特别港务费
中国交通运输部10日宣布,自10月14日起,将对美国船舶按航次收取港口费用。交通运输部新闻发言人10日就这一措施答记者问时提到,今年4月,美国贸易代表办公室宣布对中国海事、物流和造船领域301调查最终措施。这是中方维护中国海运企业合法权益的正当举措,敦促美方立即纠正错误做法,停止对中国海运业的无理打压。
根据交通运输部的公告,收取船舶特别港务费的对象包括美国企业、其他组织和个人拥有或运营的船舶;美国企业、其他组织和个人直接或间接持有25%及以上股权(表决权、董事会席位)的企业、其他组织拥有或运营的船舶;悬挂美国旗或在美建造的船舶。收取费用将分阶段实施:今年10月14日起按每净吨400元计收,2026年4月17日起调整为每净吨640元,2027年4月17日起提至每净吨880元,2028年4月17日起进一步增至每净吨1120元;船舶同一航次挂靠多个中国港口仅在首个港口缴费,同一船舶一年内收费不超过5个航次。
路透社10日援引分析师的预估称,中方措施生效后,一艘载有超过1万个集装箱的美国船舶,将被征收的费用可能高达100万美元,并且在2028年前每年都可能上涨。

Reuters reported on the 10th, citing analysts' estimates, that after China's measures take effect, a US ship carrying over 10000 containers may face fees of up to $1 million, which could increase annually until 2028.
When foreign media reported on this news, they mentioned that the measures taken by the United States to impose port service fees on Chinese ships will also take effect on October 14th. Associate Professor Liu Chunsheng from the School of International Economics and Trade at Central University of Finance and Economics stated in an interview with Global Times on the 10th that China's imposition of special port fees on US ships is a reciprocal countermeasure to the discriminatory port fees imposed by the US.
